Who is closest to the next role

For one career path, I want to see who is closest to being ready, based on the levels they've validated, to prepare our talent review.

Before you build anything, ask me:
1. My role and the team I support
2. The path or role
3. The team or population to look at
4. What 'ready' means here (all levels met, one level left)
Ask these in one message, then wait for my answers.

Read validated levels in Juno. If you can't read them here, I'll upload an export. Never guess a level.

List the people whose distance is smallest, with the competencies left for each. Label it as readiness, not a promotion decision. If this assistant supports artifacts connected to Juno, build it as an interactive artifact that re-reads Juno each time I open it, and say so; otherwise build it static and show the date the data was read.

Routine: after the first run, offer to repeat this before each talent review. If this assistant can run scheduled tasks, set one up only after I approve it; if not, give me a one-line prompt I can re-run.
