Design the learning marketplace people land on

I want to design the learning marketplace page in Juno Journey, the catalog people land on to find courses, so it shows what matters for us first.

Before you build anything, ask me:
1. My role and the team I support
2. Our website, so the page matches our brand
3. What we want people to find first (a skill, a program, free content, a provider)
4. Any rail no standard one covers (for example AI courses only, or courses for one region)

Read the current catalog page and our brand settings in Juno first. Then draft the page: search and budget at the top, then rails such as recommended for you, most popular, by job title and free courses, in the order I chose.

For a rail no standard one covers, create a custom rail and tell me plainly that it stays empty until Juno fills it, not immediately. Save the page as a draft and show me a preview.

Don't set the page live until I explicitly approve.
